Family Court At OSSCO Palayan Is Ready To Serve
“Fast, effective and efficient administration of justice for litigants of family court cases.” This is the promise of recently appointed Palayan City Regional Trial Court-Branch 7 Family Court Judge Emelita Miranda Portillo who will hold her court proceedings inside the first PEZA-Accredited IT Park in Nueva Ecija, the Palayan City Business Hub (PCBH).
“I’m very blessed having this office. This is the most beautiful, the most elegant court in the whole province of Nueva Ecija,” beamed the Judge Portillo.
According to Judge Portillo, her sala will handle disputes involving family problems, any case which involves women and children for violation of RA 7610 or the “Special Protection of Children Against Abuse, Exploitation and Discrimination Act” as well as” RA 9262 or the “Anti-Violence Against Women and Their Children Act of 2004.”
The Family Court will also hear all cases involving women and children under the Revised Penal Code. Judge Portillio will likewise decide civil cases like adoption, annulment of marriage, support as well as special proceedings related to family matters and issues.

Portillo admits she had no idea that the modern and state-of-the-art office was going to be offered to her by Palayan City Mayor Rhianne Cuevas. She said that she was just visiting Mayor Cuevas for a courtesy call after recently being appointed as the Family Court Judge of Palayan City when the mayor proposed that she use one of the offices at the PCBH.
“Nag-courtesy call ako kay mayor. Alam nila na ang LGU nag–ooffer ng office for the judiciary, that’s the custom. Iyan ang nangyayari lagi, so sila na ang nagbigay. Sabi nila we can house you dito sa business hub so pinakita nila sa akin and of course I was amazed, dahil binigyan nila ako ng magandang space for my office and the court. So [I’m] very blessed with the offer,” Judge Portillo said.
The Judge disclosed that all her 16 court employees are from Cabanatuan City, and they will be holding office from Monday to Friday from 8:00 a.m. to 5:00 p.m at 2/F Government Building. She added that the court will likewise be operating on Saturdays (half-day) with a skeletal force who will man the office.
Lastly, Judge Portillo assured the Palayanos that her court will decide cases and administer justice within the prescribed period as prescribed by the Rules of Court.
