Under Proclamation No. 526 signed by President Rodrigo Duterte on June 25, 2018, the IT Park covers a land area of 30,013 square meters and is located at Barangay Singalat in Palayan City.
The Board of Directors of the Philippine Economic Zone Authority (PEZA) recommended the creation of the IT Park pursuant to Republic Act No. 7916, or the Special Economic Zone Act of 1996, as amended by RA No. 8748.
As an IT Park, PCBH is entitled to all benefits due special economic zones, which make it more attractive to foreign investors who would want to set up their own Business Process Outsourcing (BPO) centers and other businesses in Palayan City

Palayan City is the first IT Park in Nueva Ecija and it won’t be complete without the Business Process Outsourcing (BPO) and Call Center companies booming in the city.
The PCBH has two BPO buildings. Each BPO building has 6 floors, ready to operate 24/7 with IT-extensive infrastructure to handle the high demands of works.
At the IT Park will rise the Capital Hotel. It has 75 rooms to accommodate Nueva Ecija visitors and investors across the country and from other countries.
